Julie Wallace
Board Chair

Julie Wallace is an accounting and educational professional with over twenty-eight years of experience in the accounting profession specializing in small business and non-profit accounting. She holds a Bachelor’s and Master’s degree in Accounting and a Doctorate in Educational Leadership. She teaches accounting and education courses at Germanna Community College, Northern Virginia Community College, Cornerstone College of Virginia, and Liberty University. She is passionate about positively impacting the accounting profession through helping students and others develop high ethical accounting standards, accurate accounting knowledge, and upholding God-honoring self-government to positively impact the world for Christ.

Her leadership skills began at church through serving as the Junior Church Director, Women’s Ministry Coordinator, church Treasurer, then Finance Director, High School Director, and finally Head of School at a local Christian school. Her research interests include women in leadership and biblical nouthetic counseling. Currently, Julie is heeding God’s call impacting the furtherance of pro-life awareness and empowering those facing an unplanned pregnancy with hope and support through serving on the board of Choices Women’s Center.

Steve Mandell
Vice Chair

Dr. Steve Mandell received his undergraduate and medical school training at the University of Kentucky, and then his internal medicine residency at the Medical College of Virginia (VCU). He opened a private practice in Bowling Green, VA, and served both Caroline County and the Fredericksburg region for over 30 years.  He currently serves as the Senior Medical Director at Mary Washington Hospital.

Steve has served on various boards, including Fredericksburg Christian School, where he served as chairperson for over 15 years, and also served on the boards of CRU’s international humanitarian ministry of GAIN, as well as Caroline Christian Health Center. 

He is the grateful husband of Ellen for 36 years.  They are grateful for their 2 daughters and their husbands, and one son and his wife. They have 2 granddaughters and 2 grandsons, and another on “the way.” They are members of Grace Church of Fredericksburg, where they have been involved in numerous ministries including medical missions to Haiti.

Kathy Nelson

In addition to being on the Board, Kathy serves as a volunteer nurse at Choices Women’s Center. She also served on the original founding Board of Fredericksburg Pregnancy Center. She has worked as a Nurse, Dental Assistant, and Teacher’s Aide/Tutor and a stay-at-home mom. She worked alongside her husband in Christian Camping Ministry and were parents for Bethany Christian Services for 10 years. She was the CareNet Liaison for a prior church and is currently Choices Liaison for Colonial Baptist Church. Kathy has served on the planning committees for the fundraising events at Bethany Christian Services and Choices Women’s Center and is also supportive of other life-affirming organizations such as Mary Shelter’s and Lois Ann’s Hope House.

She’s been married to her high school sweetheart for 44 years, and they have two sons, one daughter-in-law, one granddaughter, and one grandson. She enjoys listening to Christian radio programs and music, reading her Bible and devotionals, traveling on cruises, putting jigsaw puzzles together, singing and playing the piano.  She treasures her time with family and loving on them!    

Cynthia Parson
Board Member

Cynthia is a retired civil servant from the Office of the Secretary of Defense after 30 years of dedicated federal service. She's been an ordained minister for over 20 years serving the body of Christ with a passion for intercessory prayer, inner healing, deliverance, and restoration.  She and her husband, Larry, cofounded Restoring Life Christian Church in Radcliff KY. It's a nondenominational ministry focusing on restoring lives through faith in the unlimited possibilities and the unending hope of Jesus Christ.

Cynthia is a faithful and consistent member of Strong Tower Church in Fredericksburg VA where she serves as a small group leader and mentor.  She believes it is her prophetic destiny to serve in support of life-affirming organizations. Cynthia attended Tidewater Bible College (formerly Bible Teachers Institute), in Virginia Beach VA, for Biblical Studies with a concentration in Christian Counseling and has completed major coursework in Psychology at St. Leo University.  She is an active member of the American Association of Christian Counselors. Cynthia is a devoted spouse for nearly 40 years and has two sons, Larry Antonio and Brian Kenneth, two daughters-in-law, and four precious grandchildren.

Terri Jones
Board Member

In her early years, Terri was fully and passionately devoted to shaping four young hearts and minds.  Having completed that task, she was promoted to her current position of cheerleader and consultant to not only her children but their spouses and 12 beautiful grandchildren. They have all left the home, but they stayed in the Fredericksburg area.  Together, they own and manage several local businesses and still rely heavily on Terri’s godly counsel, advice and prayers. 

Terri and her husband, Mike, have been active members of Grace Church of Fredericksburg for 30 years.  Building on her Bible College foundation, she and her husband have led youth groups, small groups, performed premarital and marriage counseling and mentored many.  In recent years, Terri has served on staff at the church.  Her roles have included Women’s Ministry, Group mentor, Event Coordinator, Intercession ministry, Altar ministry and Soaking Prayer ministry leader.  

Her home has been a refuge to numerous young people through the years who have needed a mother's touch, a helping hand and a place to stay. She enjoys entertaining and hosting events in her home. Her family enjoys a home at Lake Anna where they like to swim, boat, wake surf, paddle board, play pickle ball, eat and be together.

John Hinson
Board Member

John retired from the U.S. Marine Corps in 2009 and transitioned to commercial/private industry. For over 15 years, he has served as a Deacon in a local Fredericksburg church, assisting men, women, children and families through the Deacons’ Mercy Ministry, sharing the grace, mercy, love and healing available to them through the Gospel. Both experiences cultivated an understanding that voiceless generations have succumbed on the Sanctity of Life battleground, that a voice is required on their behalf, and it is the present generation’s need to stand for life. Married over 20 years and a father of 4, John fully appreciates the gift of life and the need to save the unborn, which he considers to be our generation’s greatest human rights issue.

Robin Wilson
Board Member

Robin Wilson has a BS from the University of Delaware and an MBA in marketing from New Hampshire College. Robin has been involved in sales and marketing for semiconductor and laboratory research equipment for the last 48 years. In 1993, he purchased a research high tech sales representation and distribution company called Pascal Technologies Inc. In 2001, he sold the company and then retired in 2015.

Robin is currently a Deacon at New Life in Christ Church in Fredericksburg, VA. His passion is sharing Christ and he is currently on staff with Evangelism Explosion for the state of Virginia. EE supports churches in training their congregants in how to share the gospel. Robin looks forward to the opportunity to work on the board of Choices by reaching out and changing lives for Christ.

Ray Campbell
Board Member

Ray is a dedicated public servant for the past 28 years and has extensive experience in federal EEO and Diversity Programs. He held various senior leadership roles in the federal government and looks forward to continuing his service for a number of years to come.

He is an Army Veteran (Military Policeman) where he served in Germany, the Gulf War, and then at Fort Belvoir, VA. He obtained his bachelor's degree from Liberty University and is currently pursuing his graduate degree. He is married to his wife Anne of 29 years and they have four children Alexander, Kyle, Connor, and Makayla. They are also enjoying their first grandchild, Eliza. In his spare time, Ray loves to spend time with his family, read, and does wood burning as a hobby. 

He has passionately served the Lord in numbers capacities within the local church and community, including Deacon, Sunday School Teacher, Pastoral Internship Program participant, preaching/teaching, Home Grown Hearts Homeschool Group Chair, and HGH Youth Group Leader (IMPACT).
